The authorities were instructed by Justice Mansoor Ali Shah to discourage unnecessary litigation.

The judge made the observation that petitioners should be subjected to substantial fines so that they would reconsider ten times before submitting such petitions, which waste not only the time of litigants but also that of the court.

Justice Mansoor Ali Shah also made the observation that the petitioner ought to bear all of the case’s costs.

These cases actually divert the Supreme Court’s attention from actual cases.
